Leopold was born on 27 October 1892 in Ottawa, Ontario, Canada, to Laura Pamela Moore, age 23, and (Basile) Isidore Champagne, age 24. He married Rose Anna Roy on 27 August 1918 in his hometown. They had 19 children in 21 years. Leopold worked as a lithographer at a large publishing firm, The Mortimer Company Ltd. He died on 2 October 1866 at the age of 73 and was buried in Ottawa, Ontario, Canada.
Rose Anna Roy was born in 1891 to Auguste Roy and Lucie Paquette, in Ontario. She died on 7 November 1981 in Ottawa, Ontario.
